Safety and Effectiveness of Consumer Hand Sanitizers

The CDC issued a final rule for over the counter (OTC) hand sanitizers, that they are safe and effective for consumers with regular use of these. The CDC has said that certain active ingredients are not allowed to be in OTC hand sanitizers and any of these active ingredients would have to be considered topical consumer antiseptic rub products which are to be used without water. This final rule issued by the CDC is also intended to ensure the agency is up to date on safety and effectiveness evaluations and appropriately reflect current scientific knowledge.

CDCThe director of the FDA’s Center for Drug Evaluation and Research, Janet Woodcock, MD, stated that they are working to ensure that the active ingredients for these OTC hand sanitizers are safe and effective for consumer use when soap and water are not available. These OTC hand sanitizers are not intended to be the primary use for hand washing, but they do want to ensure that they are safe and effective for when we do need to use them. When we do need to use these OTC hand sanitizers, the CDC recommends that we use an alcohol-based hand sanitizer containing at least 60% alcohol.

Continued research is being done with 3 active ingredients for OTC hand sanitizers, including ethyl alcohol, which is the most commonly used active ingredient for hand sanitizers. This research is being done to ensure these active ingredients are safe and effective for regular use by consumers. Ethyl alcohol, benzalkonium chloride, and isopropyl alcohol are all active ingredients which the CDC has confidence in that they are safe and effective. But the CDC wants to continue to research these active ingredients to continue to ensure they are safe and effective for regular consumer use.
